Content of the programme
The LMISR course aims to enable participants to understand the underlying causes of informal occupation of land and slum formation, to acquire knowledge and skills to formulate policies that prevent new slum formation, and improve existing ones. Throughout the course two questions will guide the learning process:

1. How can we create options for low-income households so that they don’t have to resort to informality?
2. How can we use land based instruments creatively and effectively?
The programme is innovative and intensive in nature and demands a proactive attitude from participants. The students are engaged in a number of specially designed learning environments that comprise not only lectures, but also discussions and controversial policy debates, role-playing games, case study analysis, and practical exercises. The course is designed especially for those involved with and/or interested in land, housing and urban policies in developing countries and countries in transition.
